The representation quickly became controversial because the Palestinian territories were not clearly separated from Israel.
The map became controversial because boundaries on an official military map can carry significant political meaning. When Gaza and the West Bank were shown within the same outline as Israel, it created the impression that the United States was treating those areas as Israeli territory. This was particularly sensitive because the territorial status of the West Bank and Gaza remains one of the most disputed issues in the Middle East.
