Unveiling the 'Sapta Dhara' framework, Prime Minister Narendra Modi sets ambitious targets for AI skilling, defense export self-reliance, and clean energy expansion
One of the strongest themes was youth. Modi announced an AI skilling programme aimed at training one crore young Indians and also promised free online coaching for examination aspirants. These announcements came against the backdrop of growing concerns around competitive examinations. Having just experienced one of the biggest student revolutions in the history of India at Jantar Mantar, the focus on youth was particularly prominent throughout the speech, however, it is difficult to say whether the government has been forgiven for its conduct with students yet.
The Prime Minister also introduced what he described as “Sapta Dhara”—seven broad streams or pillars for India’s development. These broadly included areas such as economic growth, energy, technology and national security.
Self-reliance, or ‘Aatmanirbharta’, was another central message. Modi argued that India should reduce its dependence on other countries for critical technologies and resources.
In defence, he highlighted the need for India to develop advanced capabilities including drones, counter-drone systems and hypersonic technology, with the larger ambition of becoming a global supplier of defence technology by 2047.
The address additionally touched upon national security and the changing nature of threats to the country. Alongside conventional security concerns, Modi warned against what he termed “dimagi naxals,” or ideological supporters of extremism, which is a point of controversy as it seemed to be implied against the student protestors at Jantar Mantar. His remarks reflected the speech’s wider emphasis on internal stability and national unity.
Whether these ambitions translate into measurable outcomes will depend on implementation, job creation, education and the ability to turn large national targets into improvements in everyday life.
